Man dies after being struck by car

A man has died as a result of injuries he sustained in a pedestrian-motor vehicle accident.  Authorities report that the man, Alen Karenzo, died at John Peter Smith Hospital in Fort Worth the day after he was struck by a car in the 2200 block of East Berry Street in south Fort Worth.  The tragedy has been ruled an accident, and no charges are expected to be filed against the driver.  No other persons were injured in this incident.

And no charges are expected to be filed against the driver.
Why not? Is it not a crime to kill someone while driving?
